| 摘 要： | 随着哈尔滨市经济的快速发展，建设用地供应与耕地保护之间的矛盾日益突出。为解决这个问题，根据1995--2006年哈尔滨市耕地面积变化，采用耕地递减率、耕地人均递减率、固定资产投资、GDP等指标分析哈尔滨市经济发展与耕地面积变化之间的动态关系．总结出哈尔滨市特殊的经济发展特征。研究表明：哈尔滨市经济发展与耕地面积变化之间呈现不规律性，与其他典型城市存在差别。以此为依据，提出发展哈尔滨市经济的合理建议，即在一定时期内，可以占用一定数量的耕地以保持经济持续发展。
