| 摘 要： | 在巩固家庭承包经营基本制度的基础上，论述了加快推进农村土地流转，促进耕地资源可持续利用，推进农业适度规模经营，提高农业规模效益，增强农业市场主体活力是发展现代农业的客观要求。分析了农民的“恋地”情结、基层组织引导不力、服务体系作用发挥不成分、现代农业经营主体少且实力弱等是当前加快推进农村土地流转的主要制约因素。按照系统工程理论，提出了积极培育土地流转供给市场，大力培育土地流转需求市场，努力培育土地流转中介服务市场，加强土地流转市场监管的综合对策。

| Abstract: | Based on consolidating the basic system of household contract management, it was discussed that the accelerating rural land circulation, promoting the sustainable utilization of cultivated land resources, promoting the moderate scale management of agriculture, increasing agricultural economies of scale, and enhancing the vitality of the agricultural market main body is the objective requirement of developing modern agriculture. Many constraints of accelerating the circulation of rural land were analyzed, such as farmer''s narcissism complex, grass-roots organizations lacking of guidance, inadequate service system, and weak modern agricultural management. According to system engineering theory, the supply of land circulation market positively, cultivating land circulation market demand, cultivating land circulation intermediary service market, strengthening the supervision of land circulation market comprehensive countermeasures were put forward. |
