| 摘 要： | 种子是水稻生产的核心要素，新品种在农业增产增收中的作用尤为突出，农业推广是发挥新品种作用的关键。笔者对福建省三明市2009—2011年水稻推广应用面积的数据进行统计分析，指出了三明市水稻新品种推广现状——水稻新品种多而杂、推广面积小、推广进程缓慢；分析了三明市水稻新品种推广存在的问题，提出了加强对水稻种子质量的监管、发展商业化育种、建立水稻新品种核心示范区、提高对农户科技支撑等优化水稻新品种推广的政策建议。

| Abstract: | Seed is the core element in the process of rice production, and new varieties play a particularly prominent role in the increases of crop production and income of agriculture industry; therefore, agricultural promotion is the key to bring into play the function of new rice varieties. This paper, according to the statistical analysis of the data collected in terms of the usable area of rice promotion between 2009 and 2011, pointed out the current promotion situation of new rice varieties in Sanming City, Fujian Province： a wide variety, restricted promotion areas and slow promotion process. The author analyzed those existing problems in the promotion process of new rice varieties in Sanming City, put forward some policy proposals such as the enforcement of supervision and control on the quality of rice seed to optimize the promotion of new rice varieties, and suggested developing the commercial breeding, establishing core demonstration zones for new rice varieties and enhancing sci-tech support to peasant household. |
