| 摘 要： | 竹类植物生长速度快，一次种植，永续利用，资源丰富，种类繁多。竹材轻质高强、柔韧性好，是国民经济建设的基本生产资料，在建筑、家居、造纸、工艺美术、化工等领域广泛应用。对竹林中的成熟竹材及时采伐，有效利用，多余竹材实时仓储，是减少资源浪费、保障我国木材安全的有效途径，是脱贫致富、保富增收的有效措施。本文综述了建国以来木竹材资源发展历程、国家木材储备变化情况，提出建立竹材仓储机制的重要意义、重要作用和保障措施，阐述了建立竹材仓储机制与竹林可持续经营、可持续利用、林产品市场调控、大气减排之间的协同关系，以及对竹产业一、二、三产融合发展、规范竹产业运营体系的重要作用，仓储机制的运行是践行"绿水青山就是金山银山"的有力措施。

| Abstract: | Bamboo is one of grow fast plants, which can be sustainable used once planted. There have abundant bamboo resources with diverse species and varieties in China. Bamboo material has the characteristics of light weight, high strength and good flexibility, which is the basic means of production widely used in construction, household, papermaking, arts and crafts, chemical industry and other fields for national economic construction. The effective way to reduce waste of resources and guarantee China's wood safety is to harvest the mature bamboo in bamboo forests timely and make real-time storage for the excess besides the utilization efficiently, which is also an effective measure to eliminate poverty and become rich with increased income. This paper summarizes the development history of wood and bamboo resources and the changes in national timber reserves since the founding of the People's Republic of China. The significance, importance and safeguard measures of establishing a bamboo storage mechanism is put forward. The synergistic relationship between the establishment of bamboo storage mechanism and forest sustainable management and utilization, forest product market regulation and carbon emission reduction is expounded. The bamboo storage mechanism will play important roles in the integrated development of primary, secondary and tertiary bamboo forest industries, and standardizing the bamboo industry operating system, which is a powerful measure to implement the conviction "Lucid waters and lush mountains are invaluable assets". |
