| 摘 要： | 为促进农业节水技术推广的发展，必须加强金融保险支持。通过对农业节水技术推广现状和金融保险支持情况分析，我们发现已取得一定成效，但还存在金融体系不完善、银财的配套措施不力、涉农贷款数量增长慢、金融服务水平不高和涉农保险机构少、保险覆盖面小、转嫁风险能力弱等问题。鉴于此，必须在金融体系建设、银财配套、提高贷款数量、提高服务效率和开发相应险种进行风险本地转嫁及再保险进行风险区域性或国际性转嫁等方面创新，以支持农业节水技术推广。

| Abstract: | To promote the development of agricultural water-saving techniques,we must strengthen the finance and insurance support.Through the analysis of the status in the promotion of agricultural water-saving techniques and the situation of financial and insurance support,we found that although some achievements have obtained,there are still some problems of the imperfect financial system,the ineffective support measures at banks and finance,the slowing growth at the number of agriculture-related loans,the low level at financial services,the less agriculture-related insurance institutions,the small insurance coverage,and the weak ability of risk transfer.To support agricultural water-saving techniques,we should make some innovation in the financial system,the support measures at banks and finance,the raising amount at the agriculture-related loan,the service efficiency at finance,the development of corresponding risk insurance for local risk transfer and reinsurance for regional or international risk transfer. |
