| 摘 要： | 本文分析了我国小城镇发展的有关指标．认为当前小城镇发展的主要矛盾在于质量而非数量方面，并在分析小城镇发展质量和水平方面所面临的问题的基础上，提出了修订建制标准、提高小城镇的城镇化率、优化区域布局，制定、完善和落实城镇规划，创新投融资体制，改进管理运行机制等方面的政策主张。

| Abstract: | This article analyses the town development indicators of China and concludes that the problems of town development currently focus on quality rather than quantity aspect. Based on the analysis of quality and level perspectives of town development, the article makes some suggestions which involve revising the standards of town ,enhancing the urbanization rate of towns, optimizing regionalization, formulating ,bettering and realizing town scheme, innovating investment and financing system, and improving the mechanism of management and operation of towns. |
