摘    要:重点小城镇在北京市城市体系中具有重要的地位和作用。在京津冀协同发展的背景下,审视重点小城镇的发展具有重要的现实意义。笔者在分析时代背景的基础上,进一步明确了北京市重点小城镇的定位和作用,分析了重点小城镇建设中存在的特色不突出、城镇产业层次低、人口集聚能力不足、投资融资机制不畅等主要问题,指明了生态化、组团式、功能型、融合化的发展路径,提出了现阶段推进重点小城镇建设的建议,开展城镇品牌经营,着力打造知名城镇;积极发挥市场作用,形成建设合力;积极推进创新创业发展,培育镇域经济新增长点等,为北京市重点小城镇建设和发展的科学决策提供参考。

Developing Path of Key Towns in Beijing Suburb in the Context of Beijing-Tianjin-Hebei Coordinated Development
Abstract:The key towns (KTs) in Beijing suburb play an important role in the urban system of Beijing megacity. In the context of coordinated development of Beijing-Tianjin-Hebei, examining the development of the KTs has practical significance. Based on the analysis of epoch-background, we pointed out the position and role of KTs, analyzed the existing problems in KTs development, such as less prominent features, low industry level, poor investment and financing mechanism, insufficient capacity of population aggregation, and suggested that the KTs should be developed more ecologically, well-organized in a cluster pattern, with special functionality and industrial convergence. At the end of the research, we brought forward eight suggestions for the KTs development at present stage, namely, carrying out the urban brand management, focusing on creating famous town, playing an active role in the market, forming construction together, promoting the development of innovation and entrepreneurship actively, and cultivating new economic growth point, which could be conducive to the decision-making concerning the KTs development in Beijing.
