李仙江流域水能资源开发与运行的初步评价

摘    要:基于"健康和谐"的水能资源开发与运行管理评价指标体系,分析了李仙江流域水能资源利用的特点;考虑河流开发服务功能、健康河流生态环境补偿功能与和谐社会经济发展功能3个属性,选定一组合适的评价指标进行了该流域水能资源利用的初步评价计算。研究表明,根据该评价指标体系,采用层次分析法可以实现对一个流域水能资源利用的各种属性评价和综合评价;通过对李仙江流域7座电站的水能资源利用进行初步计算,给出了该流域电站开发与运行的优先顺序。研究结果可以为李仙江流域水能资源利用提供重要的参考。

Abstract:Based on a healthful and harmonious hydropower resources exploitation and operation management evaluation indicator system,this paper analyzes the features of hydropower utilization for the Lixianjiang River.The hydropower resources development evaluation of the river is conducted by using a set of appropriate indicators under the consideration of three functions of hydro-power resources,such as serving human society,healthy river and ecological environment,harmony between nature and social development.It is noted that it is possible to evaluate any function or synthetic function for a river with the indicator system and AHP(analytic hierarchy process) method.By the basic calculation of the hydropower resources utilization of Lixianjiang River,the order for the development and operation of 7-stage power plants is achieved.The results are good for the practice of hydro-power development and operation management of the Lixianjiang River.
