| 摘 要： | 黑龙江省的水土保持工作,在党中央、国务院、省委和省政府的正确领导下,经历了从无到有,从小到大的发展过程。在这个过程中,针对全省自然地理和水土流失的特点,逐步加强了具体领导,建立健全了组织机构,制定了规划,突出了治理重点,加强了预防管护,开展了试验和科学治理,用政策调动了千家万户治理千沟万壑的积极性,使全省的水土保持工作由单纯性治理,转入以预防保护为主、防治结合、讲求经济效益和生态效益的新阶段。

Retrospect and prospect on soil conservation work in Heilongjiang Province |

| Abstract: | With the correct conduct by the government,the soil conservation work in Heilongjiang Province has been developed gradually: conservation agencies established and faculties strengthened in different levels,conservation programs and priorities were made according to geographical features and characters of soil erosion within the whole province. It is also achieved that prevention and management strengthened,scientifical research developed. Policies to mobilize broad mass to take part in soil conservation work have been carried out. The soil conservation work throughout the province has then entered a new stage in which the protection and prevention are regarded as main measures and economic benefits with social effects are emphasized. |
