基于GIS的河南省洪涝灾害风险评估

摘    要:本文基于河南省的气象及自然地理数据,构建综合评估体系进行风险评估。结果表明:河南省致灾因子危险性等级呈现出自东南向西北的带状递减趋势;河南省的承灾体暴露程度呈现出分层特点;河南省的防灾减灾能力总体上比较薄弱,多数区域的防灾减灾能力处于中等以下水平;河南省洪涝灾害敏感性整体较分散,郑州市以及河南省东北地区洪涝灾害敏感性较强;河南省洪涝灾害风险等级地区面积为中等风险区>较高风险区>较低风险区>高风险区>低风险区。本文区划结果与河南省实际洪涝受灾情况吻合,对河南省各级政府开展预防洪涝灾害工作具有一定的现实参考价值。

Assessment of Flood Disaster Risk in Henan Province Based on GIS
Abstract:Based on the meteorological and physical geographic data of Henan Province, this paper constructs a comprehensive assessment system for risk assessment.The results show that: 1) The risk level of disaster-causing factors in Henan Province presents a belt-like decreasing trend from southeast to northwest. 2) The exposure degree of disaster-bearing bodies in Henan Province presents a stratified characteristic. 3) The disaster prevention and mitigation capacity of Henan Province is relatively weak in general, and the capacity of disaster prevention and mitigation in most regions is below the medium level. 4) The sensitivity of flood disasters in Henan Province is scattered as a whole. Zhengzhou City and northeastern Henan Province are more sensitive to flood disasters. 5) The area of flood disaster risk level areas in Henan Province: medium risk area > higher risk area > lower risk area > high risk area > low risk area. The results are consistent with the actual situation of flood disasters in Henan Province, and have a certain practical reference value for the governments at all levels in Henan Province to carry out flood prevention work.
