| 摘 要： | 发展国有林业和国有林区改革是中国林业改革发展的应有之义和必经之路，也是国有林区全面停伐及生态建设转型背景下寻求林区社会福利即民生福祉最大化的必然选择。文中通过构建国有林业改革与国有林区社会福利变迁的时间框架，以国有林业体制机制重大调整作为林区福利变迁的研究视角，提出1949年至20世纪80年代中期国有林区处于剩余型福利阶段，20世纪80年代中期至1998年处于采伐限额下的工业成就型福利阶段，1998-2014年处于生态建设转型中的制度型福利阶段，2014年至今处于全面深化改革下从制度型福利向发展型福利转变阶段；阐述了各个阶段林区不同福利类型的基本布局和给付特征。伴随国有林区改革深化，建议政府充分发挥主导作用，建立林区社会支出与经济增长包容性并存的发展型福利给付机制。

| Abstract: | Developing state-owned forestry and reforming state-owned forest region is the necessary measure and roadmap to promote forestry reform and development in China and also an inevitable choice to maximize the social welfare in the forest region in the context of complete logging ban and the transformation in ecological improvement. By constructing the timetable of state-owned forestry reform and social welfare transition and taking the major adjustment of the state-owned forestry system as a research perspective,it put forward that the regions were in different development stages overtime, i.e., the stage of residual welfare during 1949-Mid 1980''s, the stage of industry welfare during Mid 1980''s-1998, the stage of institutional welfare during 1998-2014 and the stage of the transition from institutional welfare to developmental welfare. The basic pattern and benefit characteristics in forest regions were described for different well-being types in various stages. As the reform is going deeply, it is suggested that the government should play a full and leading role in building a social welfare payment mechanism where social spending and economic growth co-exist inclusively. |
