| 摘 要： | 目前国际上和我国制定贫困的标准主要是根据马丁法 ,计算出来的是最低贫困线。由于全国各地发展的不平衡性 ,扶贫开发不宜采用同一贫困标准。笔者拟通过马丁法、恩格尔系数法、消费支出与收入关系判断法 3种方法对 2 1世纪初安徽贫困状况作出判断 ,提出适合安徽省实际情况的贫困标准 ,并据此选择扶贫开发的目标区域。

| Abstract: | Presently,the major criterion of poverty at home as well as overseas is Martin method,according to which the poverty line was worked out.Because there has existed differences in local development all over the country,it is not appropriate to adopt same poverty criterion.In this paper,based on Martin method and Engel's coefficient,the judgement of the relationship between consumption payout and income was first made out for the judgement of the poverty condition in Anhui rural areas in the early 21th century,and then a poverty criterion for Anhui Province was proposed and finally the target poverty stricken areas to support could be selected. |
