| 摘 要： | 中德财政合作云南省一期造林项目，通过6年建设取得了明显的成绩。总结项目在实施过程中的创新模式：决策新、营造林技术创新、管理创新。结合目前正在实施的“天保”工程和退耕还林工程，建议推广项目管理新模式和科学运行机制。

| Abstract: | The 1st phase of Afforestation Project of Sino-Germany Financial Cooperation has been made obvious achievement through 6-year construction. Creative models during the project implementation, such as strategy, afforestation skill and management, are summarized. Combined with Natural Forest Protection Project and Conversion from Agriculture to Forest Land Project, which are being implemented now, new project management models and scientific operational mechanism are proposed to popularize. |
