| 摘 要： | 目前,我国正处在经济转型的关键阶段,农村剩余劳动力能否合理有效地转移是我国经济发展成功与否的重要因素。二元经济结构的现状决定了我国人力资源配置处于非均衡状态,只有通过市场机制才能有效解决农村剩余劳动力转移问题,在这一过程中还应加强政府的宏观调控与管理。

| Abstract: | China is at the key stage of economic transition.Reasonable and effective transfer of rural surplus labor is an important factor for economic development.The human resources allocation is unbalanced,which is determined by the dual economic structure.The problems in transferring rural surplus labor could be solved effectively by using market mechanism and strengthening the macro-control of government. |
