| 摘 要： | 以《南京市新型农村社会养老保险办法》为依据,介绍了南京市新型农村养老保险的基本制度,并运用扩展的线性支出系统模型,测算出农民的基本消费支出,同时根据保险精算原理测算出满足农民基本养老需求所要缴纳的保险费,进而估量出农民在不同年龄的参保能力。研究发现,南京市新农保制度并不能完全保障农民的基本养老需求,政府财政补贴在制度建立和完善方面仍起着重要作用。据此提出了提高基本缴费比例、增加缴费浮动性、改革基本养老金计发方法等建议。

Analysis of Guarantee Level of New Rural Old - age Insurance and Farmer＇ s Payment Capacity： A Case Study of Nanjing City |

| Abstract: | According to the policy of new rural old - age insurance, this article briefly introduced the basic system of new rural old - age insurance in Nanjing city, and calculated the farmer＇ s basic expenditure in this city by using the extended linear expendi- ture system model. Using actuarial model, we measured the premium that could meet the farmer＇ s fundamental pension demands. Meanwhile, we estimated the payment capacity of farmers who participated in the endowment insurance at different ages. It was found that the new system of the rural endowment insurance in Nanjing failed to totally guarantee the lamer＇ s basic pension needs, and the governmental subsidies still played an important role in the establishment and improvement of this system. Hereby, this arti- cle gave some suggestions, such as increasing the premium rate, enhancing the floating rate of payment, and reforming the calcula- tion and payment ways of basic pension. |
