摘    要:建立在GIS技术之上的多准则决策(MCDA)情境规划方案,能够提供一个新类型的问题识别和决策支持方法,从而解决高速公路规划这个复杂的多重因素控制下的不确定性问题.论文以南京东郊为案例研究地区,以2011年的南京ALOS遥感影像和2000年由国防部国家测绘局(NIMA)和美国太空总署(NASA)联合测量的SRTM高程数据为信息源,分别采用逻辑与(AND)、逻辑或(OR)、有序加权平均(OWA)3种方法进行高速公路建设用地适宜度分析.在此基础上,以宁镇、宁杭和沪宁3条高速公路的建设用地选址为例,从建造成本和地形条件两个方面构建5个指标对三种情景构建方案进行评价.结果表明:OWA方案高速公路总长度为43.452 km,平均坡度为2.467°.OR方案总长度为43.506 km,平均坡度为2.122°,AND方案总长度为42.362 km,平均坡度为2.383°; AND方案与OR方案和OWA方案相比建造成本较低,地形条件较优,从而为高速公路多情景规划方案的选择提供科学依据.

Abstract:GIS-based scenario planning approach of multi-criteria decision analysis (MCDA) provides a new problem identification and decision support method for making express highway plan which is an uncertain decision-making under the condition of complex interaction of multiple factors. The eastern suburb of Nanjing was chosen as a case study area, while remote sensing image of ALOS in 2011 and SRTM ( Shuttle Radar Topography Mission) elevation data measured in 2000 by NASA and NIMA of study area were gathered as the major information sources. Three methods of logic and ( AND ) , logical or ( OR ) , and ordered weighted averaging (OWA) were used to analyze the suitability of highway construction sites, followed by example study of the location of Nanjing-Zhenjiang Highway, Nanjing-Hangzhou Highway, and Shanghai-Nanjing Highway. Five indexes were calculated from two aspects of the construction costs and terrain conditions to compare the performance of three scenario methods. The research results showed that: ( 1 ) the total length of the three express highways under OWA scenario was 43. 452 kin, with an average slope of 2. 467°; (2) the total length under OR scenario was 43. 506 kin, with an average slope of 2. 122°; (3) the length under AND scenario was 42. 362 km with an average slope of 2. 383°. The research results indicate that the construction costs and terrain conditions of the AND program performed best among three scenario methods, thus providing scientific basis for the selection of highway multi-scenario planning method.
