| 摘 要： | 综合地质地理和大气环境因素,"一带一路"沿线国家属于重大自然灾害频发区域,这不仅制约相关国家经济社会发展,也制约"一带一路"战略实施的效果,在某种程度上也关系我国企业"走出去"的成败。通过灾害识别与防范,加强防灾减灾工作,确保"一带一路"互联互通相关重大基础设施建设的安全,是顺利推进战略实施推进的关键,也是保障沿线国家民生的重大需求。"一带一路"沿线国家防灾减灾工作总体上比较薄弱,亟待通过推动"一带一路"区域的防灾减灾合作,整体提高灾害设防水平;提高灾害风险的投保范围和投保水平;加强自然灾害监测和预警能力的建设;加强应对气候变化风险的经济、产业、土地利用结构调整;建立"一带一路"综合减灾论坛,将有关内容纳入"一带一路"系列高端论坛议题。

| Abstract: | To ensure the smooth progress of "The Belt and Road" needs to be guaranteed in many ways,including disaster risk identification and effective prevention and control is an indispensable link.Comprehensive geological and atmospheric environmental factors,"The Belt and Road" along the countries belong to the major natural disaster areas,which not only restricts the national economic and social development,also restrict the implementation of "The Belt and Road" strategy,to some extent,but also for Chinese enterprises to go out of the success.Through the identification and prevention of disasters,strengthen disaster prevention and mitigation,to ensure that "The Belt and Road" interconnection related major infrastructure construction safety is the key to facilitating strategy to promote the implementation of the major demand but also to protect the livelihood of the people along the country.The national disaster prevention and mitigation work is relatively weak,should be through the promotion of cooperation in disaster prevention and mitigation along "The Belt and Road" area,improve disaster fortification level;improve the disaster risk insurance coverage and insurance level;strengthen the construction of the natural disaster monitoring and early warning capabilities;strengthen the response to climate change risk of the economy,industry,land use structure adjustment;establish "The Belt and Road" integrated disaster reduction forum,the content included in the "The Belt and Road" series of high-end forum topics. |
