| 摘 要： | 随着乡村振兴战略的推进,科学合理选择现代农业主导产业是实现农村产业兴旺、农村经济发展和带动农户可持续稳固脱贫致富的根本所在,对实现乡村全面振兴、加快经济社会可持续发展具有重要现实意义。借鉴产业经济学有关理论原理,遵循主导产业选择基本要求、选择基准和构建原则,结合三峡库区农业实情,设计现代农业主导产业选择指标体系,采用层次分析(AHP)与加权求和等方法,以重庆万州区为例对指标进行测算分析,探讨现代农业主导产业发展重点和培育方向。结果表明,在现代农业14类产业中,从单项指标看,需求收入弹性系数和单位产值增长率排名第二的中药材、产业产值增长率排名第一的羊肉,以及产业集中度、人均产值系数和区域综合比较优势指数排名第四的猪肉等产业并非为优先培育;综合各项指标加权测度后,各产业选择评价结果先后排序依次为茶叶、烟叶、奶业、林业、油料、水产养殖业、粮食作物、中药材、猪肉、羊肉、水果、蔬菜、牛肉和家禽蛋类。因此,建议政府优先选择茶叶、烟叶、奶业、林业、油料、水产养殖业等6类作为现代农业主导产业重点培育和发展。

| Abstract: | With the promotion of rural revitalization strategy, scientific and reasonable selection of modern agricultural leading industries is a fundamental path to achieving rural industrial prosperity, rural economic development, and eliminating rural poverty, which is of great practical significance to realize the overall revitalization of rural areas and to accelerate the sustainable development of economic society. Based on the relevant theories of industrial economics and the basic requirements, criteria and construction principles of leading industry selection, and combining with the actual situation of agriculture in the Three Gorges Reservoir area, this paper designed a selection index system of modern agricultural leading industries by the Analytic Hierarchy Process (AHP) and the weighted sum method to calculate and analyze the indices in Wanzhou district of Chongqing, and discussed the development focus and cultivation direction of modern agricultural leading industries. Results show that: 1) from the single index perspective, among the 14 types of modern agricultural industries, Chinese herbal medicine, which ranked the second in the demand elasticity of income and the growth rate of unit output value, lamb, which ranked the first in the growth rate of industrial output value, and pork, which ranked the fourth in industrial concentration, per capita output value coefficient and regional aggregated advantage index, are not in the priority cultivation list; and 2) from the comprehensive index perspective, the ranking in descending order are: tea, tobacco, dairy, forestry, oilseeds, aquaculture, food crops, Chinese herbal medicine, pork, lamb, fruits, vegetables, beef and poultry eggs. In summary, this paper suggests that the Government should give priority to the cultivation and development of six types of modern agricultural leading industries, including tea, tobacco, dairy, forestry, oilseeds, and aquaculture. |
