| 摘 要： | 成渝经济区独特的生态区位决定了其不仅是长江上游生态屏障的重要组成部分,还在很大程度上影响着长江中下游地区乃至全国的可持续发展。财政所具有的资源配置功能可以引导人力、物力和财力资源得到有效的利用,从而实现资源的优化配置。因此,运用税收、转移支付等财政手段促进成渝经济区生态环境保护和治理是切实可行措施。
