| 摘 要： | 以广东省自然保护区为例,通过实地调研归纳了快速的“自然保护区化”进程中所出现的问题,发现旧有体制弊端,尤其是“责、权、利”的模糊等,仍在制约着自然保护区的“保护职能”和生态旅游的合理适度开发。在深入分析的基础上,提出了促使自然保护区的“保护”与“开发”相和谐的制度构架与创新。

| Abstract: | This article analyzed the problem and its dilemma in the process of ecotourism development in nature reserve of Guangdong province, such as the illegibility of land tenure, confusion of management and low efficiency etc. which generated the shortage of human resources, investment and no impetus to import the technology, essentially, the ecological imbalance with the purpose of ecotourism. Considering the above problems, this article puts forward the feasible policies that could deal with them practically through institution innovation. |
