| 摘 要： | 把农民从城乡分割的制度中解放出来 ,使农民与城市居民一样真正享有平等的公民权利 ,既是解决农民国民待遇的直接措施 ,也是解决我国“三农”问题的有效途径。笔者分析了城乡二元结构的由来和特征 ,以及由此引发的农民国民待遇问题 ,并提出了解决农民国民待遇问题的政策建议

| Abstract: | The release peasantry from the partition of city and countryside makes peasantry have the same civil rights as citizen's , which is the effective way to resolve both national treatment and the problems of "Three-Farming". This study first analyzes the origin and characteristic ,and which leads to the problems of peasantry national treatment . At last , it gives some suggestion on how to resolve the problems of peasantry national treatment. |
