| 摘 要： | 祁连山地牧民人均纯收入增长率总体呈现下降趋势,自1995年以来,受气候干旱和畜产品市场价格波动的影响,牧民人均纯收入增长率处于低迷状态。主观上求稳怕乱、缺乏商品意识和经验,客观上受区域性产业经济政策的影响,牧民家庭经济收入结构单一,牧区二、三产业发展缓慢、发展后劲不足。牧民进行的草地基本建设,既保证了经济收入的增加,也使他们背上了债务负担,这些问题已经成为区域生态经济建设的瓶颈。

| Abstract: | The increase rate of income per capita of households showed decline trend in Qilian Montane since 1995.Because of the droughty climate,the influence of unsteady market price of pasturage product,the increase rate of net income of per households kept the negative condition.In the subjective,the households required steadiness and feared for unsteadiness.In the objective,they were influenced by the government policies of the regional economical industry,which made that the economic income structure was unitary in the households families.The second and third industry also developed slowly in the areas and the developmental potency was not enough.The households made the construction of grassland,which not only increased their economic income,but made them to have to undertake the debt burden.These problems became the obstacle of regional economical construction. |
