| 摘 要： | 中央储备粮调控目标是应对粮食危机——实现市场粮食价格稳定和紧急供给。实现这一目标的基本手段是粮食实物吞吐,而保证这一基本手段的有效落实,既需要研究影响粮食实物吞吐的各种因素,还需要了解如何保证调控传导过程的畅通。影响调控传导过程的因素包括内部因素和外部因素,它们共同作用于储备粮调控传导过程。理解和优化调控传导影响因素,有利于平衡市场供需,改变市场主体的当期(主要在流通环节,如粮食经营者)和预期(主要在生产环节,如粮食生产者)行为,防止因粮食市场过度失衡,造成潜在的生产、流通、分配的重大损失。

| Abstract: | The objective of control and regulation of state grain reserves is to mitigate food supply crises, i.e. to achieve market stability of food prices and emergency supply. The basic means to fulfill this objective depends on the flow of grain between market and reserve stocks when necessary. The effective implementation of this requires studies on the factors influencing the flow of grain as well as the conditions for a smooth process of control transmission. Regulatory factors influencing the transmission process include internal and external factors. They have common roles in regulating the grain reserves transmission process. Understanding and optimizing the transmission controlling factors is conducive to the balance of grain supply and demand in the market, changing current behaviors of the main players in the market (mainly in the circulation chain, such as food operators) and expected behaviors (mainly in the production chain, such as food producers), and the prevention of heavy losses in production, circulation and distribution due to excessive imbalance in the grain market. |
