| 摘 要： | 文章认为开发治理太行山的主要矛盾是发展山区经济与整治山坡岗地之间的矛盾,而建设“生态经济沟”是上述矛盾对立统一的最佳选择。论述了建设“生态经济沟”仍然要以林业为基础的观点。本文还探讨了发展经济林商品生产问题,认为培育果树及经济林木要受自然条件和市场规律的制约,其产品应具有市场竞争能力。最后阐述了整治山坡岗地,发展山区林业是一种开发性的工程,需要广大群众的参与,认为要有相应的开发性经营管理形式,才能充分调动群众治山的积极性。

| Abstract: | Currently, a mass campaign for exploiting and harnessing m-ountain regions and developing forestry is well under way in Hebei pro-ince. This article points out that the dominant contradiction lies between economic development and water and soil conservation in the area. And the establishment of eco-economical valleys is the best choice to s-olve the contradiction. The paper suggests that forestry should be the basement in establishing eco-economical valleys. In planning the commodity production of orchards and economic forests, the local natural conditions and the competence of marketable products should be taken under careful consideration. Besides, the article expounds that harnessing slopes and hillocks and developing forestry in mountain regions is an engineering of large scale which needs farmers/ support. And it should be managed in such a way so as to stimulate the farmers/enthusiasm. |
