| 摘 要： | 从财政补贴、信贷支持和税制优惠 3个方面论述了日本政府对私有林的经济扶持政策 ,分析了这些政策的形成背景、完善过程、扶持力度、实施办法、实施现状以及在私有林发展中所发挥的重要作用。学习和借鉴日本私有林经济扶持政策的成功经验 ,对照我国当前非公有制林业发展现状 ,提出了建立造林补助体系、改善林业信贷制度、加快税费改革、扶持林业社会化协作组织、运用政策手段引导非公有制林业健康发展等政策建议。

| Abstract: | From the three aspects of financial subsidy,i.e. credit support and preferential tax system, the paper stated Japanese government's economic support policy on private forestry and analyzed the policy's development background, improvement process, support extent, implementary measures and status, and significant role in the development of private forestry. By learning the successful experiences of Japanese economic support policy on private forestry, and by comparing the current status of Chinese non-public forestry with Japanese private forestry, some policylike suggestions were put forward, such as developing subsidy system for afforestation, improving the credit system for forestry, quickening the reform of tax and fee, supporting the social collaborative organizations of forestry and taking means of policies to lead non-public forestry to develop toward a sound direction. |
