| 摘 要： | 以土地详查数据为依据,通过对南岳区1996—2005年土地利用状况相关资料的定性与定量分析,阐述了区域土地利用现状与变化特点,并分析了影响其变化的原因。研究结果表明:随着社会经济的进步,农村小城镇的发展,目前南岳区的土地利用过程中存在着农业内部结构不合理,耕地减少与人口增加矛盾日益明显,城镇土地利用效率不高,人为水土流失将进一步增强等问题,严重影响着土地的可持续利用。为促进南岳区土地的优化利用,应采取以下措施对策:落实土地基本国策、积极保护耕地和基本农田,大力发展节地经济,促进土地资源的集约与节约利用,优先保障重点产业和重点地区的用地供应,增进土地生态安全,确保区域经济可持续发展的土地资源基础。

| Abstract: | The paper expounds characteristic of current situation and change of regional land utilization and analyzes the change reason by qualitatively and quantitatively analyzing the related data in land utilization from 1996 to 2005 in Nanyue district.The results showed that there were the unreasonable agricultural interior construction,contradict between population expansion and arable land decrease,inefficient of land utilization of town and villages and artificial soil erosion in land utilization,and puts forward that the countermeasures to promote optimization land utilization and ensure sustainable development of land resource should include implementing the basic national land policy,actively protecting arable land and basic farmland,devoting major efforts to developing land-saving economy,promoting intension and saving utilization of land resources,ensuring land supply for key industries and districts and improving land ecological safety. |
