| 摘 要： | 株树桥水库是湖南重要的饮用水源之一,主要供应长沙东部地区的饮用水。结合实地调查,以株树桥水库饮用水源为对象,从经济学和环境科学的角度分析水库管理,以生态补偿机制和环境经济作为切入点综合研究。目前株树桥水库面临着较大的水资源生态环境压力,经济发展限于水源保护而受到巨大制约,迫切需要启动生态补偿机制。针对株树桥水库饮用水源地面临水资源需求缺乏合理配置和有效管理,补偿方式单一、标准偏低等主要问题提出了水源地生态补偿机制,通过建立优质水权市场,健全水源地监督管理机制和依靠科技进步创新水源地的可持续发展模式。

| Abstract: | Zhushuqiao reservoir is one of the most important drinking water source in Hunan, which is related to the safety of drinking water supply for Changsha area. Based on the field investigation, the drinking water source of Zhushuqiao reservoir was analysed in terms of management economics and environmental science point of view, and the ecological compensation mechanism and environmental economy were also taken into accounted. At present, the Zhushuqiao reservoir was facing great pressure of water resources ecological environment, and its economic development was limited to water source protection. Ecological compensation mechanism was urgently needed to start. While some questions existed in drinking water source of Zhushuqiao reservoir, such as irrational allocation of water resource demand, ineffective management, single compensation way, low compensation standard. In view of these questions, measures were put forward, such as establishingt water rights market, improving water management and mechanisms, to establish sustainable developing mode of drinking water resource. |
