| 摘 要： | 乡镇政府职能转变是客观情势的需要。本文阐述了乡镇政府职能转变的内涵,并对当前我国乡镇政府职能转变的困境予以剖析,认识不足是乡镇政府职能转变的理念障碍、压力型行政生态环境是乡镇政府职能转变的环境障碍、财政权缺失导致乡镇政府职能转变难以作为以及乡镇政府职能转变的动力不足困境;在对西方发达国家关于地方政府职能定位的实践经验进行总结的基础上,进而提出要以打破压力型行政生态环境为核心,以理论研究为先导,以科学界定乡镇政府职能为前提,以增强乡镇政府转变的内动力为重点,创新财税管理体制,整合行政资源等对策建议。

| Abstract: | Township government function should be changed to meet the new development of rural society. This paper expatiates the connotation of change of township government function and analyses the diffi- culties facing this change. Based on the experiences of developed countries, this paper puts forward that the management system of finance and taxation should be reformed and administrative resources should be integrated. |
