| 摘 要： | 改革开放与腐败是水火不相容的，改革开放并不会导致腐败。但在改革开放的实际历史进程中，某些腐败现象又确实是在不断滋长和蔓延着。改革开放历史进程中我国社会出现的一些腐败问题与以下六个方面因素有关：改革开放是一个不断探索和渐进的过程。是一个利益调整的过程，是一个不断参与国际经济技术合作与竞争的开放的过程，是一个新旧体制机制的转换过程，改革开放中一些干部的思想政治素质经不起考验，改革开放过程中腐败行为仍有一定的社会土壤和基础。在改革开放历史进程中反腐倡廉建设也不断得到加强，这是因为改革开放的深入发展为反腐倡廉建设提供了更好的物质基础、思想基础、组织基础、科学理念、先进手段、体制机制和国际经验借鉴。在继续推进改革开放的历史进程中我们还要进一步对反腐倡廉建设的若干问题，如关于“道高一尺、魔高一丈”和“魔高一尺、道高一丈”的问题、关于继承创新与学习借鉴的问题、关于先进的政党与出现某些腐败官员的问题、关于反腐败的愿望与反腐败的实际效果相统一的问题、关于“上梁”与“下梁”如何都正的问题等等，进行深入的思考和研究，提出更为有效的对策和措施，以反腐倡廉建设的艮好成效来进一步推进改革开放的健康发展。

Relationship between the drive of reform and opening-up and the undertaking of anti-corruption |

| Abstract: | The reform and opening-up does not cause the corruption and does not allow the existence of the corruption, but in the practical historical process of reform and opening-up, some phenomena of corruption actually occurred and spread constantly. In the historical drive of reform and opening-up ,the phenomena of corruption in the society relate to the following six factors ： The reform and opening-up is a process of exploring and gradual progress, a process of interests adjustment, an opening process of participating in international economic and technological cooperation and competition, and a process of old systems transforming into new ones. In the reform and opening-up, some cadres＇ ideological and political quality is not able to stand test which offers social conditions for the eorruptive behaviors. In the historical drive of reform and opening-up, the undertaking of anti-corruption is reinforced constantly, because the further development of reform and opening-up has prepared better material, ideological and organizational foundation, scientific conceptions, advanced means, systems, mechanisms, and international experiences for anti-corruption. In the historieal drive of continually accelerating reform and opening-up, we have to further deepen the research on several issues about the anti-corruption, such as, how the justice defeats the crime; inheritance, innovation and learning experiences; some eorruptive officials in the advanced party; the wishes according with the practical results in anti-corruption; the subordinates following the example set by their superiors ; and so on. More effective countermeasures will be proposed and the sound development of reform and opening-up will be further accelerated by the achievements of anti-corruption. |
