| 摘 要： | 分析了制约重庆市农民增收的因素，主要有农村劳动力文化素质低下、农业生态环境日益恶化、土地承包经营权流转瓶颈以及重工商轻农业的观念和做法等。要突破农民增收瓶颈，须加强农民基础教育和职业教育、保护和重建农业生态环境、促进农村土地承包经营权流转和建立非盈利性的农业专业协会。

| Abstract: | The causes of Chongqing peasants′difficulty in income increase mainly are the low quality of Chongqing peasants,the deteriorating agricultural ecological environment,the land transfer bottleneck,the agricultural bias,etc.To solve these problems,the essential education and professional education of peasants should be promoted;the agricultural ecological environment be protected and reconstructed;the transfer of the rural land contract management right be facilitated and non-profit agricultural professional association for peasants be established. |
