| 摘 要： | 基于对我国交通现状的分析,结合国内外实施经验和研究现状,提出适合我国国情的交通需求管理策略评价体系,按照实施前现状分析、实施前效果预测、实施后综合效果评价的思路对交通需求管理方案进行评价.通过实施前对交通需求管理方案的评价,筛选具有可行性的方案；通过对交通需求管理方案实施后的评价判断实施效果是否符合实际需求.通过构建有效的评价体系,找到可能的实施障碍,给出有说服力的论证报告,从而为相关管理措施的顺利进行提供保证.

| Abstract: | Based on the analysis of the current situation of China’s transportation, combined with the implementation experience and research situation at home and abroad, the traffic demand management strategy evaluation system suitable for China’s national conditions is put forward, traffic demand management schemes are evaluated according to the analysis of the current situation, the forecast of the expected result before the implementation, and the comprehensive effect evaluation after carrying out. Through the evaluation before the implementation of traffic demand management plan, the scheme of feasibility is screened. Whether the implementation effect accords with the actual needs is judged through the evaluation after the implementation. Through an effective evaluation system, the implementation obstacles are found, convincing demonstration of the report is given, and it is ensured that the relevant management measures implement smoothly. |
