| 摘 要： | 阐述了城乡统筹的三重矛盾和一种关联性矛盾,分析了其原因,指出当前城乡统筹面临着城乡居民身份权利不对等、城乡经济相对分离,以及城乡区域利益相冲突三重矛盾,究其原因,主要在于理念上的城市本位主义,做法上的城市道义性支持农村和新农村建设的形式化偏向。对此,必须建立以公平原则为导向的一系列公平机制。

| Abstract: | The paper expounded the triple contradictions and one relevance contradiction of urban-rural integration and analyzed their causes,then pointed out that the urban-rural integration was confronted with the triple contradictions,namely,the inequality of identity and rights between urban and rural residents,the separation of urban and rural economy,and the interests conflict between urban and rural areas.The causes to the triple contradictions were exposed,which lied in the concept of city parochialism,the urban support for rural areas and the formal bias towards new countryside construction.Thus,a series of mechanism should be built based on the principles of fairness. |
