| 摘 要： | 农村小型水利是工程农业的命脉,是改善农民生活和保障农业生产的基本条件。几十年来农村小型水利工程建设取得了一系列成就,为建设社会主义新农村提供了有力的支撑和保障,但农村小型水利工程建设与管理正面临一些新的挑战。在分析农村小型水利工程现状的基础上,借鉴其他地区的发展特点,提出农村小型水利工程建设与管理的发展构想。
