| 摘 要： | 针对河南省农村剩余劳动力状况,从经济发展水平、户籍制度、社会保障等宏观方面和农民思想观念、素质等微观方面分析了制约其转移的障碍,提出建立转移农村剩余劳动力社会保障制度,改革现行户籍制度、土地制度,加强教育培训等加快河南省农村剩余劳动力转移的具体对策。

| Abstract: | Henan is a large province of agriculture and population with relatively poor land resource.The transfer of surplus rural labor is the base of solution "three agriculture " problem.In this text according to the state of surplus rural labor force in Henan Province,the macroscopical and microcosmic factor that restrict the transfer of surplus rural labor such as economic development level,the system of the household register,social security,and peasant's concept and educational level etc.were analysed.Author proposed some suggestions on quickening the transfer of Henan Province surplus rural labor such as reform the social security system,the system of the household register,land system,and strengthen education and training etc. |
