| 摘 要： | 解决中国“三农”问题，特别是解决西部地区“三农”问题是全面实现小康，构建社会主义和谐社会宏伟目标的关键。通过阐述中国西部地区“三农”问题的表现形式以及西部地区“三农”问题的形成原因，提出了解决西部“三农”问题应从推进制度创新，实现城乡统筹，加大“三农”投入，建设现代农业，坚持以人为本，提高农民素质和深化农村改革，保障农民利益等方面着手。

| Abstract: | To solve the problems of agriculture,countryside and farmer,especially in the western regions of china,is the key to realize the great goal of fulfilling well-off society and constructing a Socialist Harmonious Society.This thesis expands the form and causes of the problems of agriculture,countryside and farmer of western,and puts forward that we may solve the problems of agriculture,countryside and farmer,form these ways:Promoting innovation of system;Realizing intergradations between the city and countryside;Increasing devotion on the problems of agriculture,countryside and farmer,Building Modern Agriculture;Adhering to the people-oriented principle;Improving the Quality of Peasants;Deepening rural reformation and Protecting farmers' interest. |
