| 摘 要： | 长江中上游是我国水土流失较为严重的地区之一。 1989年开始实施的重点防治工程 ,已累计治理水土流失面积 7 2 3万km2 ,取得了明显的生态、经济和社会效益。其防治特点 ,一是建立了流域协调与地方负责相结合的管理体制 ;二是立足流域特点 ,开展综合治理 ;三是实施开发性治理 ,充分考虑农民利益 ;四是坚持预防为主 ,加强监督管理

| Abstract: | The upper and middle reaches of the Yangtze River is one of the regions of severe soil and water loss in China. The accumulated controlled area of soil and water loss conducted since 1989 has reached to 72 300 km 2. The characteristics of prevention and management are to establish a management system of combining coordination by a river basin organ and responsibility of local departments, to conduct comprehensive management based on the features of the basin, to conduct development orientated management and fully consider the interests of farmers and to persist in taking prevention as the main and strengthen monitoring and management. It has achieved remarkable ecological, social and economic benefits since 13 years implementation. |
