| 摘 要： | 推行禁牧舍饲制度，是畜牧业生产史上的一个重大变革，它关系到广大农牧民的切身利益，以及农村牧区经济建设的稳定健康发展。推进禁牧舍饲制度，能够从根本上解决传统畜牧业与生态保护之间的矛盾，推动畜牧业生产经营方式的转变，加快草场基本建设步伐，攻固草地生态治理效果，实现生态平衡和经济结构的创新。

| Abstract: | The carrying out of prohibition pasture and feed in shed rule, is a great progress made in the husbandry history. It has a close relationship with farmers and helps the steady daelopment of the pasture area. So, the system may help to keep the balance between traditional husbandry and environment protection, to change the present management, to step up the development of grassland building, to maintain the achievement already obtained, to realize the development both in ecological balance and economical structure. |
