| 摘 要： | 土地利用规划环境影响评价在国内外研究尚属于探索阶段，在理论和实践上都不太成熟。本文通过对国内外土地利用规划环境评价综述，以期为各地土地利用规划编制过程中，如何综合考虑环境建设和环境保护问题提供思路和参考。

| Abstract: | The land use of planning and environmental impact assessment still belongs to the experimental stage at domestic and international research,and not too mature in the theories and practice.By means of the report of land utilization planning and environmental impact assessment worldwide,this paper gives us a references for how to consider comprehensive environment construction and protection during the planning of land utilization program. |
