植保效益评估体系的初步探讨

摘    要:有害生物综合治理系统是植保系统工程的核心,该系统是个多层次、多目标的社会-经济-自然复合生态系统,可划分为标的、管理、环境三大子系统,三者间以物质、能量、信息流向组成统一有序的整体。其中心是管理,通过管理实现经济、生态、社会三大效益和总体的综合效益最优。但必须建立衡量系统管理功能优劣的统一准则,即评价体系。本文试用层次分析的原理和方法,组建了植保综合效益评估体系框架模型,制定了衡量目标属性的各指标因素及量化方法,初步确定了各层次指标的权值。以北京市通县麦田为例,进行了麦田有害生物综合治理系统分析,为决策者辨识现存系统、改进管理、提高决策水平提供了依据。

Abstract:As the core or the base of plant protection system engineering,IPM (integrated pest management) is a complex system involving natu-ral,ecnomical,and social domains overlapping each other,with hierar-chical structure and multiple objectives.From the view point of systemmanagement,this complex system can be divided into three subsystems:target system,management system and environment system,connectedby matertial,energy and information flows.Management system is thekey subsystem of the IPM system,and through decision-making and op-eration,the goal of the system management,namely the satisfactorycomprehensive benefit,composed of economic,ecologic,and social benefitsshould be aimed at.Thus,an evaluation system of the comprehensivebenefit of IPM turns to be one of the prerequisites for sysytem man-agement.The present paper deals with the development of this evaluationsystem by analytical hierarchy process (AHP) approach.After a seriesof consultation and discussion with some plant protection specialists inBeijing,framework of the hierarchy structure of comprehensive benefitof IPM was constructed,the weights of different factors for each orderwere determined,and the criteria for evaluating each item were specified.Using the tentative system developed above,IPM work on wheat farmsof Tongxian in recent years was evaluated as an example to sup-port the managers and plant protectionists who want to recognize thesituation deeper and to improve the activities of decision-making andmanagement operation.
