| 摘 要： | 建成南繁硅谷是习总书记对南繁工作的重要指示。全面分析了南繁硅谷战略意义与独特作用，总结了国家南繁科研育种基地建设取得的成效、主要工作进展，同时也指出了科技创新支撑南繁种业发展动力不足、科研条件和科研平台有待整合提升、南繁公共科研服务条件尚待完善等问题。在实施创新驱动发展战略、建设创新型国家的背景下，提出了把南繁种业科技创新中心建设成为南繁硅谷的基本建设思路，制定了使其成为南繁科技创新的火车头、人才培养的孵化器以及种业国际化助推器的发展目标，提出了打造一个中心、三个基地、九个平台的建设任务，总结出了通过组织保障、资金保障、人才保障、基本建设保障等4项保障措施来加强南繁硅谷建设的建议。

Analysis and Thinking about the Construction of Nanfan Silicon Valley |

| Abstract: | The construction of the Nanfan Silicon Valley is an important instruction of General Secretary Xi Jinping to the work of Off-Season Breeding. In the study, we analyzed the significance and role of the Nanfan Silicon Valley, summarized the achievements of the national Off- Season Breeding scientific research, and pointed out that innovation support to the Off-Season Breeding industry should be enhanced, the research condition and platform should be integrated, and the public service for scientific research should be improved. Under the background of implementing innovation-driven development strategies and building an innovative country, we put forward the basic construction ideas of building the Off-Season Breeding Innovation Center into Nanfan Silicon Valley, making it an innovation locomotive, talent incubator and booster of an
internationalized seed industry, thus to guarantee the construction of the Nanfan Silicon Valley from the aspects of organization, capital, talents, and infrastructure. |
