| 摘 要： | 阐述了节水灌溉的概念和内涵，结合水资源现状分析了我国发展节水灌溉的必要性，并根据我国农业特点和社会经济条件分析了“十五”期间节水灌溉发展中存在的农业现代化水平低、实用节水产品少、思想存在误区、灌区管理不善、缺乏激励机制和忽略生态环境等问题，最后探讨了“十一五”期间节水灌溉发展的适宜对策。

| Abstract: | The concept and connotation of water-saving irrigation are expatiated in this paper, and the necessities of development of water-saving irrigation are analyzed based on status quo of water resources in China. The existing problems such as low agricultural modernization level, short of watersaving technique, outmoded antilogy, improper irrigation management, insufficient motivation and consideration of ecological problem in the development of water-saving irrigation during the 10th Five-Year Plan period are ana- lyzed according to characteristics of agriculture and conditions of social economy in China. Finally, the proper countermeasures for development of water-saving irrigation in the llth Five-Year Plan period are discussed. |
