摘    要:治理能力现代化要求我国国家公园在发展实践中采取适合国情的社区治理路径。文中对美国、日本、澳大利亚和新西兰等国的国家公园社区治理实践经验进行梳理,将国家公园社区治理归纳为逐步演化型治理、分区多主体治理、联合治理和互动协商治理4类模式;指出目前我国国家公园社区治理面临着治理主体多元化、多维度社区治理客体特性和诉求异质性以及治理配套制度不完善等挑战;提出国际经验对我国国家公园社区治理的启示是构建多元化、市场化的社区治理参与主体体系,针对不同类型的治理客体采取分类治理策略,全方面完善国家公园社区治理配套制度。

Community Governance in National Parks: International Experience and Enlightenment

Abstract:The modernization of governance capacity requires China to take the community governance path suitable for China’s national conditions in its development of national parks. The paper reviews the experience of the United States, Japan, Australia and New Zealand in their governance of national park communities, and classifies the governance of national park communities into four modes, i.e., progressive governance, regional multi-agent governance, joint governance and interactive consultation governance. At present, there are some challenges in the governance of national park communities in China, such as the diversification of governance subjects, the heterogeneity of governance object characteristics and demands, and the imperfect supporting system. The enlightenment of international experience to the community governance of national parks in China is to build a diversified and market-oriented community governance participation system, adopt classified governance strategies for different types of governance objects, and improve the supporting system for national park community governance in all aspects.
