| 摘 要： | 对现状分析,找出现行农村水利系统存在的普遍问题,根据中央一号文件提出的原则性要求,对农村水资源利用率低、水利基础设施管理与经营体制落后等问题进行解决,南方地区采用小型水利工程联合运行的方式、北方因地制宜采取多种措施进行节水,加大资金投入,加强管理与水价改革,提高应对突发事件的能力。
