摘    要:节水灌溉应当有确定的涵义,充分灌溉或丰产灌溉本质上并不含有水量浪费的因素,非充分灌溉与节水灌溉也不是等同的。节水灌溉是发展节水型农业必须首先解决好的核心问题,把非灌溉农业纳入节水型农业的范畴,极易得出取消灌溉也是节约用水的误解,这是不符合中国国情的。应当对节水灌溉制定统一的衡量标准,以利于节水灌溉技术的推广应用。水分生产函数是一项综合性指标,但因忽略了单产差异带来的影响,在生产条件差别较大,且单产悬殊时,不宜用之对节水作简单比较。

Abstract:The meaning of water-saving irrigation has to be made clear and definite. Adequate or high-yield irrigation does not mean any squandering of water. The concept of deficit irrigation is not the same as that of water-saving irrigation. In brief, water-saving irrigation is the key to the development of water-saving agriculture. The inclusion of non-irrigated agriculture in the scope of water-saving agriculture, which is likely to cause a misunderstanding that the ending of irrigation is an equivilent of water conservation, does not fit the condition of China. Therefore, a set of unified standard to judge water-saving irrigation, and by which the application of water-saving technology will be promoted, must be worked out. Water production function, though an integrated index, does not reflect the impacts of yield difference per unit area and does not suit the comparison of water-saving results among regions showing significant difference in production conditions and per unit area yield.
