| 摘 要： | 从现有的农村环境防治管理制度及其存在的问题入手,分析了政府在农村面源污染防治管理制度中的角色定位,提出了以下建议:完善农村面源污染环境管理制度建设;健全完善法律保障机制;改革经济发展方式和政绩考核制度;培育和扶持市场和第三部门。
