| 摘 要： | 农业结构调整内容涉及农业和农村经济的各个方面，是一项系统工程，不仅是经济问题，而且涉及到经济体制、政治体制和社会的诸多方面。市场经济条件下，生产资料的产权确认和商品价值的等价交换是市场经济赖于生存和发展的基础。本文从法律角度分析研究了农业结构调整中面临的土地产权制度和工农产品价格不等价交换问题，并提出了相应的解决对策。

| Abstract: | Agricultural structure adjustment is a system engineering involved every sides of agriculture and rural economy, not only economy, but also economic and polity system and lots of sides of social. In the condition of market economy, the survival and developing basic of economy market is property right of producer's material and commodities equal change. This paper analyzes the problem of soil property right system and unequal change between industrial and farm products, puts forward countermeasures to resolve them. |
