| 摘 要： | 长期以来中国实行以工农产品价格“剪刀差”、农业税赋等形式实施农业剩余支持工业发展的政策,抑制了中国农业的发展,拉大了城乡差距,造成了中国的“三农”问题.当前在国家提出要以工业反哺农业的政策后,众多学者围绕“以工补农”问题进行了深入的研究,形成了丰硕的成果.从“以工补农”的内涵、时机与条件、机制、实施路径等方面对现有成果进行了梳理,并指出了现有研究成果的不足,为后续的研究工作指明了方向.

| Abstract: | For a long time,China has been implementing the policies such as the price scissors between industry and agriculture,agricultural taxes burden and so on to support the development of industry by agricultural surplus.However,it curbed the development of agriculture,and widened the gap between urban and rural areas,which resulted in the issues of "rural economy,rural development and rural residents".When the policy of using industry to subsidise agriculture was put forward,many scholars conducted deep research into the issue of subsidised agriculture with a great deal of achievements.The content,timing and conditions,mechanisms and the implementing path of subsidised agriculture was,and pointed out the drawbacks of recent results for the reference of future study. |
