| 摘 要： | 为了给重庆市烟农专业合作社的持续健康发展提供参考,对全市烟农专业合作社进行调研,分析了其发展中存在的问题,并进行改革探索。结果表明,重庆市烟农专业合作社虽然在发展规模、服务水平、经济效益及社会效益方面取得了一定的成效,但由于建设推力较少、发展方式单一、内部管理松散、专业人才缺乏、发展活力较弱、发展资金短缺等问题,导致其专业服务水平不高、多元增收能力不强、规范发展程度不够。针对烟农专业合作社存在的问题,提出了推动股份制改造、开展公司化管理、深化市场化经营、开发平台化服务、加强信息化建设和促进集团化迈进等改革探索,以期提升其专业化服务水平和多元性增收能力。

Development Status of Tobacco Growers' Specialized Cooperatives and Its Reform and Exploration in Chongqing |

| Abstract: | In order to provide references for the sustained and healthy development of tobacco growers' specialized cooperatives in further,the problems in the development were summarized by investigating all of tobacco growers' specialized cooperatives in Chongqing City,and carried out reformation and exploration.Results indicated that tobacco growers' specialized cooperatives have achieved certain effectiveness in development scale,service level,economic benefits and social benefits.But there are the problems of less construction thrust,single development mode,loose internal management,lack of professional talent,weak development vitality,and insufficient financial support strength,result in the lower professional service level,weak multiple income ability,and insufficient standardize development level.In order to solve the problem,we carried out a series of reformation and exploration such as shareholding system reformation,corporatization management,marketed operating,plat-formed service,information construction,and collectivization development for improving the capability of professional service and multiple incomes. |
