| Abstract: | The strategical choice of realizing country modernization of our country in 21st century is to accelerate the development of small towns.It was considered that the effcetive strategies were bringing forth new ideas in land system,overall planning the construction of small towns,speeding up the regulation of administrative divisions of villages and towns,reforming the census register system,relaxing restrictions in factoring strategy and pushing on the prosperity of small towns by scientific technology and education. |
