| 摘 要： | 国外TBT已成为制约我国水产品出口的最大障碍，并呈现涉及范围广、保护方式隐蔽和认证要求繁多的特点。从短期来看，TBT产生抑制效应，水产品出口会急剧下降；从长期来看，TBT产生倒逼效应，促使我国水产品企业不断提高产品质量，改善产品结构，产品竞争力进一步增强。具体的应对措施包括：完善技术法规和标准体系；积极推行质量管理模式；搞好水产品的可追溯性管理制度建设；建立应对国外TBT防护体系；发挥行业协会、合作组织的管理、协调作用和企业自身的主观能动作用。

| Abstract: | The TBTs undertaken by foreign trade partners have evolved into one of the biggest barriers to our exporting trade of aquatic products,which boast of extensive ranges and hidden protective methods and bur dening identification procedures.In short run,the inhibitive effect by TBTs will lead to the reduced volume of exports,and in the long run,TBTs will generate promotion effects by which aquatic products manufacturers will increase product quality and improve structures and raise the competitiveness.The spec... |
